Lula Hardens Security Rhetoric to Court Undecided Voters, Target Flavio Bolsonaro

President Luiz Inacio Lula da Silva's campaign has adopted a stricter stance on public security ahead of the first round of the presidential election. The shift aims to attract undecided and centrist voters while damaging the candidacy of Senator Flavio Bolsonaro (PL-RJ), Lula's main rival. Polling data cited by the campaign indicates violence is the top voter concern, mentioned by 33 percent of respondents in an August Quaest survey.

The campaign distributed a list of 13 proposals for "greater firmness against crime." Key measures include tightening rules for the release of violent crime suspects after custody hearings, expanding police body cameras, broadening the "Celular Seguro" program, and building new federal penitentiaries. The move marks a departure from positions historically held by the left.

“We cannot have a lenient discourse. We need to remove from social coexistence all those who act with extreme violence. But it is not the shallow discourse that a good criminal is a dead criminal.”

New campaign videos feature inmates behind bars and identify "four enemies" to defeat: drug traffickers, perpetrators of violence against women, cell phone thieves, and "crime magnates." A separate electoral ad shows a mother and child dodging ammunition, blaming the "Bolsonaro family" for increased violence due to relaxed gun laws.

National Public Security Secretary Chico Lucas, designated as a campaign spokesperson, stated the government cannot have a lenient discourse and must remove extremely violent actors from society. He emphasized, however, that firmness does not equate to the slogan "a good criminal is a dead criminal." A Quaest poll released Monday shows Lula leading with 39 percent against Flavio Bolsonaro's 34 percent in the first round.
