STF President Orders Full Disclosure of Banco Master Probe Ahead of Key Session

Supreme Court President Edson Fachin ordered Minister André Mendonça on Friday to send all procedures tied to Operation Compliance Zero to the presidency and every minister's office within 24 hours, lifting secrecy on the investigation into Banco Master owner Daniel Vorcaro and 14 related cases. The order follows a request from Deputy Prosecutor-General Hindenburgo Chateaubriand Filho, who said Mendonça's earlier list omitted a large portion of the relevant proceedings.

Fachin's directive makes an exception for ongoing diligences whose disclosure could compromise the investigations. The complete material must be delivered on a dedicated hard drive. The move expands access for all justices ahead of an extraordinary plenary session scheduled for Tuesday, September 15, when the court will decide whether messages exchanged between Minister Alexandre de Moraes and Vorcaro should be investigated or archived.

“Fachin acted correctly. He must put order in the house and make the STF investigate and disclose everything.”

President Luiz Inácio Lula da Silva had urged full transparency on Wednesday, arguing that the gravity of the allegations and the escalating crisis in the judiciary required all names to be made public. In a Thursday interview, Lula praised Fachin's conduct and said he had asked the STF president to lift secrecy on all investigations, adding that everyone from the chief justice to a street waste picker must be subject to scrutiny.

The plenary analysis was requested by Mendonça himself. Votes from Fachin and Minister Cármen Lúcia are seen as pivotal for the outcome of the case against Moraes. Fachin met with fellow ministers and the prosecutor-general on Thursday to discuss the next steps.
