Turkey Unveils COP31 Action Agenda at UN in New York

Environment Minister and COP31 President Murat Kurum launched the conference's Action Agenda at a high-level event in New York on the sidelines of the UN General Assembly. He stated the goal is to shift from pledges to measurable implementation on the ground.

Kurum outlined an approach based on three pillars: Dialogue, Compromise, and Action. He said the agenda aligns shared priorities with concrete targets, initiatives, and delivery tools rather than announcing new commitments.

“We are here not only to introduce the COP31 Action Agenda, but to discuss how to accelerate the transition from targets to implementation in climate action.”

The agenda presented to UNFCCC parties includes 10 priority themes, 6 global goals, 11 initiatives, and 13 supporting outputs. Kurum emphasized the need to solve finance access, capacity gaps, and technology-investment matching at the Antalya summit in November.

The ECOSOC chamber event gathered country representatives, international organizations, financial institutions, the private sector, and civil society. Kurum stressed that existing solutions must be translated into tangible results through an "implementation architecture."
